Ray Parker, COO

Ray Parker earned a Bachelor of Science degree in Economics from the University of Delaware. He joined DSH Management Solutions, LLC in 2009 after four years of healthcare consulting experience at a Big Four accounting firm.

In his experience at the Big Four firm, he served as a lead reviewer and project coordinator for disproportionate share hospital (DSH) management services for hospitals in the Mid-Atlantic region. Mr. Parker also created or enhanced the DSH processing methodologies used by the regional team to greatly improve efficiency and reduce audit risk. His other experience with the firm included: Freestanding vs. Provider-based clinic analysis, Medicaid cost report prep, Psychiatric unit decertification analysis, Medicare bad debt review, and Wage index review.

As COO of DMS, Mr. Parker oversees and directs the day to day operations of the company providing Disproportionate Share/340b management services to over 70 hospitals in fifteen states.

He is the primary contact with clients and works with the information systems, patient accounting and reimbursement departments to ensure that DMS gets 100% of the necessary data and has maintained its business relationships with 30+ States to allow for rapid exchange of eligibility data.

While at DMS, Mr. Parker instituted revised operational procedures that reduced the cycle time per project by implementing a resource coordination model that reduce the elapsed time per engagement by 50% and is the lead on in integration of the full set of HCRIS data into the MDSS® system that will allow for focused marketing on current and future produce lines.
